Personally I prefer GOG but the Steam version is good. Or the safer route buy a digital version of the game. This does not contain the DRM software, won't run the CD check and so Windows won't shut the game down. As the game is already installed you can Google for a nocd exe file for the game version that you have. Microsoft declared those kinds of software a security risk and disables them from running so when SimCity 4 tries to run the CD check when you click on the game shortcut, Windows shuts it down but doesn't tell you that so you just think nothing has happened. ie: the thing that runs a check on game start up to see if you are using the CD so it knows that you own a genuine copy. Windows 10 does not let certain older DRM software run.
